Sub: Injustice to promotee  officers in the recent DCIT promotion orders- Request to undo-reg
Ref: DCIT promotion orders nos 126 & 193  of 2012

Kindly refer to the above.

Immediately after assuming charge as Chairperson, you took positive steps to redress grievances of IT fraternity. While appreciating your efforts in this regard, we would like to bring to your kind notice, the gross injustice to promotee officers in the recent  DCIT promotion order.

As per procedures followed by the CBDT, the promotes (PRs) equalling number  to Direct Recruits are promoted as DCsIT in a particular batch. For this purpose the DRs and PRS are allotted civil code no starting from 001 & 501 respectively and intermingled with each other and promotion order is issued up to last DR of the batch. Remaining are called as leftover batch and promoted with DRs of next batch.   
In the year 2007, 128 DRs Joined NADT, out of whom 6 six resigned before completion of training and 2 resigned after joining the field.  Thus, presently there are only 120 DRs of 2007 batch.   In 2007  batch, there were 172 promotees out of which 38 have now retired.
In the recent promotion order no 193 dated 17-10-2012 of 2007 batch ,  civil  codes have been allotted to 128 Promotee officers including those retired.  However in respect of Direct Recruits,  following 8 resigned officers have not been allotted civil code numbers.

Apart from the above,  2  following ITOs  who were not promoted in 2007 as ACsIT have also been allotted civil code numbers, thereby denying promotion to  two more actually promoted ACsIT.

In all, due to above two errors, 20 promotee officers have been denied promotion due to the mistakes in both the orders referred above.  Most of them are ITGOA members of Karnataka & Goa unit. This has caused severe resentment among them. They may be de-motivated if they are unnecessarily made to knock the doors of courts seeking justice. Hence we humbly request your  kindself ensure justice by conducting review DPC and promoting them along with respective DR batches and oblige.
