'Proposed I-T cadre restructuring not helpful' An income-tax officers' body on Thursday said the recently sanctioned cadre restructuring of the department would not be helpful in improving tax payer services and overall revenue collection, as promotion of officers would be stuck. The Income Tax Gazetted Officers Association said vacancies in important positions of deputy commissioner and assistant commissioner would "remain unfilled for the next three to five years", as half the newly created posts will be filled by promotion in a phased manner, which is time consuming. The body has 9,000 members working in the I-T department across the country. The government in May had approved a large scale and ambitious cadre restructuring of the I-T department and created 20,751 posts in various ranks. The body has suggested some remedies to fill up vacant posts fast. "All new vacancies in ACIT created in the cadre restructuring could be filled by promotion and it must be in one go, as is proposed to be done in all the other cadres and also done in the restructuring 2001," ITGOA said in a statement. However, Central Board of Direct Tax es (CBDT), the apex policy making body of the I-T department has already issued orders to amend and frame recruitment rules for these officers and their representations will be taken into account before operationalising the cadre restructuring process for the department. According to the new blueprint of the I-T in this regard, the number of assessment units would be "increased by 1,080 from 3,420 to 4,500 for strengthening the tax administration". This step is expected to "bring additional revenue of Rs 25,756.04 crore per annum against an expenditure of Rs 449.71 crore per annum," the new blueprint said. The department has also decided to depute one more assessing officer in each I-T range and the number of administrative Commissioners (who look after tax collection work) will be enhanced from 228 to 250.

Staff shortage may hit direct tax collection By ET Bureau | 19 Jul, 2013, 04.58AM IST The association has demanded that all new vacancies in the assistant commissioner created grade created due to cadre restructuring should be filled up by promotion and it must be in one go. ET SPECIAL: NEW DELHI: The government's direct tax collections could fall short of the budget target by about Rs 25,000 crore due to shortage of manpower, income tax gazetted officers association or ITGOA has said. Keeping a large number of posts vacant, in the grade of ACIT (assistant commissioner income tax) - incumbents of which handle all high revenue yielding cases - and/or JCIT, for a period ranging from 3 to 5 years is bound to adversely affect the revenue collections. The association has demanded that all new vacancies in the assistant commissioner created grade created due to cadre restructuring should be filled up by promotion and it must be in one go. The body has about 9,000 members working in the I-T department across the country. "Worst part is that the Central Board of Direct Taxes does not have any plan to fill-up these posts immediately or in near future," said Rajesh Menon, National Secretary General, ITGOA. Menon said the ITGOA's calculation shows that the targeted working strength at the level of deputy commissioner of income tax and assistant commissioner income tax will be reduced to 1528 as against the sanctioned strength of 2914.

Sub:  Brain storming session on Cadre Restructuring- Non-Participation –reg

Please refer to the above,

When committee for formulating Cadre Restructuring proposal was set up by CBDT, the representative from ITGOA was included. However after submission of the report, the CBDT has modified the report, secretly,  without taking the associations into confidence.   Finally grave injustice is done to our members by:
1.   Non filling up all fresh posts and consequential vacancies by promotion
2.   Deferring ACIT promotions to 5 installments instead of Filling up all posts in one go ( as is being done for all other cadres)
Further, no representative from ITGOA is included in the Core committee set up by CBDT for implementation of Cadre Restructuring. The details about the cabinet note and entire approval have not been shared with us. 
In these circumstances, our national leadership has decided to register strong protest against such unilateral decisions of CBDT by neglecting stake holders.  Accordingly we will not be participating in above session.
