Dear Comrade,

As you are aware, vide our news letter dated 14th October 2011, we have chalked out various agitational programmes commencing from 25th Oct. 2011 and it is heartening to note that most of our members are whole-heartedly participating in the programme.  However, it has come to our notice that the administration is adopting all types of tactics to extract the reports/figures from the field formations. Members are once again cautioned not to give any reports which will weaken our ongoing agitation. If members are having any difficulties or clarifications they may contact the office bearers or committee members. The Regional Presidents and Secretaries of all regions such as Hubli, Panaji, Belgaum, Davengere, Gulbarga, Mangalore and Mysore are required to report on the ongoing agitations in respect of their regions and branchs coming under them to the headquarters. We once again request all the members to kindly adhere to the call given by the Association in the larger interest of our members.
         
Though the Board has issued promotional orders for Deputy Commissioners on ad-hoc basis as Joint Commissioners, our main demand of promotion of Income Tax Officers to the grade of Assistant Commissioner is still a delusion.  No positive steps have been taken in this direction.  It is a sorry state of affairs to report that this is the only cadre in our Department, where our members have to wait for the longest period, despite being qualified and existence of vacancies. 
         
In view of the above and in continuation of the agitational programmes intimated earlier, your Association has chalked out the following programmes:-

NATIONWIDE MASS WALK – OUT ON 15/11/2011 - 2 PM

By all promottee ADDL. CsIT/JCs,IT/DCsIT/ACsIT/ITOs, AOs SPSs & PSs demanding ITO to ACIT, ACIT to DCIT PROMOTIONS to fill up hundreds of existing vacancies & for implementation of CADRE REVIEW PROPOSALS and other pending demands pertaining to AOs and PS.

 Meanwhile, we are continuing with the following agitation: Non-submission of statistical reports – CAP-I, CAP-II, DOSSIER REPORTS, D.O letters, MISMATCH REPORTS etc., Non-participation in any SURVEY action including TDS survey/ inspection/verification/study or by whatever name called including Recovery surveys.

ONLY TIME-BARRING WORK WILL BE ATTENDED TO.

PARTICIPATE TOTALLY–TO ACHIEVE OUR JUST DEMANDS.  FURTHER INTENSIFICATION OF THE AGITATIONAL PROGRAMME WOULD BE INFORMED SOON.

We should all strive hard to strengthen the Association for achieving our legitimate demands. This is a wakeup call to the Board. The ITEF has extended their moral support in our attempt to achieve the common goal.  The press release of I.T.G.O.A, Karnataka & Goa Unit is printed over-leaf.   We request all the Members to stay united and make the agitation a great success.

Press Note

The Income Tax Gazetted Officers Association (CHQ), New Delhi, the organization representing about 80% of officers of the Income Tax Department, has embarked upon an agitation programme from 25/10/2011, demanding filling up of more than 700 posts of Assistant Commissioners of Income Tax. Vacancies for the years 2010-11 and 2011-12 have not been filled up, with a delay of 17 months and 7 months respectively. The department is already facing acute shortage of manpower both at the staff and officers level, especially at the cutting edge level i.e. Assistant Commissioners of Income Tax, who are looking after the very big assessments, thus play a very crucial role in revenue collection. These vacant positions are being shared by the existing officers, by holding additional charges, which due to acute shortage of staff members results in unmanageable workload, causing disruption in tax payer service and revenue collection. The much needed cadre review & restructuring exercise to provide additional manpower, to meet growing number assesses and related assessment work, has been pending for more than two years. Considering the utter frustration of Income Tax Officers who are languishing without any promotion for around 13/14 years, despite sufficient vacancies, ITGOA informing about the proposed agitation starting from 25-10-2011, if the promotion from ITO to ACIT is not granted by that date.  As the CBDT has failed to meet the deadline, ITGOA is constrained to adopt the following mode of agitation:

a.  Boycott & protest in front of Chairman & Members-CBDT on their official visits.
b.  Non-submission of statistical reports including dossier reports.
c.  Only time-barring assessment work to be undertaken.
d.  Black-badge & Candle-light march on 03-11-2011.
e.  Non-conduct of Survey u/s.133-A including TDS Survey/Verification etc.
f.  Mass Walk-out from 2.00 PM on 15-11-2011

    The agitation will be further intensified thereafter, including strike.

ITEF (Income Tax Employees Federation) has committed their moral support for the above agitation, as the promotion from ITO to ACIT will be percolating upto the junior most official in the Department and Cadre Review & Restructuring will provide adequate staff & officers, thereby taking care of the work-load. Besides, these demands will surely boost the Revenue, which is primary for sustaining the developmental work undertaken by the Government.
