Dear Comrade,

HAPPY NEW YEAR-2012

NEW YEAR - That brings something new in life.  A resolution to bring hopes and a spirit to overcome all the darkness of past year. A determination to start all things with a new beginning which we failed to complete in the past year, some new promises to make life more beautiful, peaceful and meaningful and of completion of all desires that are deserve to be, to get ultimate pleasure.  ITGOA Wishes happy New Year 2012 to you, your family, and loved ones to make their new year full of fun and prosperity.
The year 2011 went extremely slow and we are really frustrated due to the sluggish attitude of the Board in resolving our just demands.  It was massive frustrating, especially during 2011when we were so close to achieve goals but ended sadly.  However, we are looking forward to 2012 for an aggressive and result oriented approach with the Board. 
It is important to stay together, Unity is our history, our present, and our future...it is important that we work together for achieving our common goals.  This can only be done by uniting efforts. 

The plight of Assessing Officers never had been well ever in our Department. Now it is becoming worse.  Staff position attached to the field officers is pathetic.   295 and 133 Dy. Commissioners were promoted during the year 2011 as JCsIT on ad-hoc promotions.  The vacancies of those DCs have not yet filled.  This has resulted in holding multiple charges in addition to their already over burdened charge.

Though there were few promotions in the department, but no improvement at the level of Income Tax Officers, Administrative Officers and Private Secretaries.  The Chairman promised adhoc promotion of ACIT at the earliest, but this promise remained without implementation. The implementation could be possible only with co-ordination with DoPT and UPSC.  There are huge vacancies of ACsIT in the country and this adversely affect the exchequer.  This can be seen from the revenue collection during the last quarter.   As regards Cadre Review/Restructuring, it was informed by the Chairman-CBDT, that the same was at an advanced stage and Hon’ble Finance Minister has agreed to personally discuss with Minister of Personnel, for removing the objections raised by DoPT.

With the above back ground, in spite of more than two months of our strike, the Board has not move an inch with regard to the promotion of ITOs to the cadre of ACsIT.  Therefore, your leaders have unanimously decided to intensify the agitation they include:-

LUNCH HOUR DEMONSTRATION TO BE HELD ON 05-01-2012
DAY LONG DHARNA ON 12-01-2012 IN ALL CCIT(CCA) STATIONS
NO THRUST ON RECOVERY - THRUST TO BE GIVEN ON ISSUE OF REFUNDS

HUNGER STRIKE, TOTAL STRIKE LIKELY TO BE ANNOUNCED BY THE CENTRAL LEADERSHIP DEPENDING ON THE BOARD’S RESPONSE.
RISE UP TO THE OCCASION TO REALISE OUR DUE AND LEGITIMATE ASPIRATIONS.

                The Secretariat of ITGOA met today at Delhi and reviewed the ongoing agitation for expediting promotion of ITO to ACIT & Cadre Restructuring. After thorough deliberations, following decisions with respect to the ongoing agitation was adopted unanimously:

a)                  The existing agitation of Boycott/Protest before Chairman and Members of CBDT during their official visit, Non-Cooperation w.r.t statistical reports including dossier reports, DO Letters, etc., Survey action including TDS Survey/Inspection/Verification/Study or by whatever name called including Recovery Survey,  Search Action u/s. 132 and connected Survey action, will continue with renewed vigour.

b)                   NO  THRUST  ON  RECOVERY  &  FULL  THRUST  ON  REFUND  from  1-1-2012.

c)                    Lunch Hour Demonstration on 5th January, 2012 in all CCIT (CCA) stations, across the country.

d)                  Day long dharna on 12th January, 2012 in all CCIT (CCA) stations, across the country.           

All the Unit leadership are requested to motivate their members and make the above program a grand success.

We earnestly request all the members to join together for the lunch hour demonstration on 5th January 2012 at 1-30PM at C.R.Bldg, Bangalore and also for the day long dharna on 12th January 2012 in front of our Head Office i.e., C.R.Bldg., Queen’s Road, Bangalore.  Locally as well as at Central level, your leaders have sought co-operation from our sister organisation ITEF.  Their response is awaited.  We hope, they will also join us to strengthen the struggle, which has gained the momentum.

Retirement Regards:

Sri Venugopala Reddy joined the Income Tax Dept. on 26th Septembrt 1977 as LDC and later promoted to the cadres of UDC (in 1988), TA (in 1993), Inspector (in 2001) and as Income Tax Officer on 9th June 2010.  Apart from Bangalore, Sri Reddy has worked in Chickmagalur, Kolar and Panaji.
Sri Hanumanthappa CN, joined as LDC in 1974 & was promoted as UDC in 1984, TA in 1993, STA in 2001, and Inspector in 2004 and as Income Tax Officer in March 2011.  He hails from Raichur and presently working as ITO ward 2, Gulbarga.
Mr.Zuhoor Hussain joined the dept. in 1977 as LDC at Belgaum.  He has worked at Chikkamagalur, Mercara, Hassan, Davanagere, Hubli and Shimoga.  His message to the upcoming colleagues is “Hard and Intelligent work will definitely gives success & special recognition in the department.”

ITGOA joins you in wishing the retiring officers all the best in their new life and places on record their services to the exchequer.

Due to unavoidable circumstances and later due to agitational programmes and time barring strains, the General Body could not be held in time.  Now it has been been decided that biennial  General Body Meeting will be held during last week of January 2012.  Notification in this regard will follow shortly.  Members are requested to co-operate.
