MINUTES OF EXECUTIVE COMMITTEE MEETING
HELD ON  31st Oct. 2013

The Executive Committee Meeting of Income Tax Gazetted Officers’ Association, Karnataka and Goa was held on 31st Oct.2013 at Bangalore.  ShriShashidhar S Shet, President chaired the meeting in which following members attended:-

I.            ITO to ACIT:General Secretary briefed the EC about thedevelopments that took place during the last one month i.e. JCIT promotion and efforts of CHQ leaders to get early ACIT promotions.

II.         ITI to ITO: It was informed to the EC that promotions are stopped due to stay by CAT, Bangalore in an appeal pending before it regarding  implementation of SC decision in N.R.Parmar casewhich is now adjourned to 11-11-2013. The EC  decided to request the local administration to speed up implementation of NR Parmarcase,in terms of the directions of the CBDT. The association is ready to offer any help to the administration in this regard.

III.       Cadre-restructure: Latest position was informed to the MCM. The region wise allocations are expected in November.

IV.        Transfers:

a.    To pursue with administration to get minor modifications to Group B policy (as requested last year)and also decided to bring the deviations from the policy in respect of recent ITOs posting to the notice of the administration  and request for correcting the deviations
b.    The General Secretary briefed the EC about the difficulties the promote officers are undergoing in Group A cadre as there is no posting policy. After deliberations the EC  has authorized the GS to formulate draft transfer policy and submit the same to the EC for discussion in the next meeting.

V.           BGM MATTERS:
a)         EC has decided to hold BGM tentatively on 19th Dec. 2013 from 11AM onwards.

b)      The EC  has decided to appoint Sri S.SundaraRaghavan, ITO to appoint as
       Election Commissioner to conduct the Elections in this regard.

c)       The EC, after detailed discussion and in accordance with the decisions taken  in
          last BGM, has formulated following procedure for election.

i)            Election by secret ballot will be held on same day in entire region (Karnataka & Goa)
ii)           The polling booth/boxes will be set up in the following places/buildings.

A)   CR Bldg. (covering the members posted in ITAT, CR Bldg. and CR Bldg.Annex. Bangalore.
B)   HMT bhavan (covering the members posted in HMT bldg. Bangalore.)
C)   DTRTI (covering the members posted in DTRTI/MSTU, Bangalore.)
D)   Malleshwaram (covering the members posted in Malleshwaram Bldg. Bangalore.)
E)   R.P.Bldg. (covering the members posted in RP Bhavan, Bangalore.)
F)    Unity Bldg.Annex. (covering the members posted in Unity
Bldg. Annx. Bangalore.)
G)   LTU (covering the members posted in LTU, Bangalore.)
H)   CPC (covering the members posted in CPC, Bangalore.)
I)    KendriyaSadan (covering the members posted in KendriyaSadan, Koramangala, Bangalore.

iii)         In moffusil places(out-side Bangalore), the polling stations will be set up in all the Commissioner Charges i.e.
a)    Mysore (covering the members posted in Mysore, Mandya, Chamarajnagar, Hassan, Madikeri&Chickmagalur.)
b)   Mangalore (covering the members posted in Mangalore, Udupi, Puttur&Karwar)
c)    Davanagere(covering the members posted in Davanagere, Haveri, Chitradurga and Shimoga).
d)   Belgaum (covering the members posted in Belgaum, Nippani, Gokak, Bijapur&Bagalkot).
e)    Hubli (covering the members posted in Hubli, Sirsi&Gadag).
f)     Panaji (covering the members posted in Panaji&Margoa.)
g)   Gulbarga (covering the members posted in Gulbarga, Bidar, Raichur, Bellary &Hospet).

iv)         The election to elect the office bearers will be held one day prior to the BGM i.e. tentatively on 18th Dec. 2013 and sealed ballot boxes will be brought to the venue of BGM and handed over to the Election Commissioner for counting of votes on the day of BGM.

v)           Each ballot box shall have identification mark and shall  be under the supervision of Asst. Election Officer who are appointed by the Election Commissioner.

vi)         The voters list – building-wise and Commissionerate-wise (out-side Bangalore) will be sent to the place of Polling & will be available display.

vii)        Ballot papers shall be serially numbered and shall contain the signature of the Election Commissioner.

viii)      Ballot papers shall be issued only  when Asst. Election Officer is satisfied with the identity of the member. Identity can be established by any photo ID card.

ix)         Ballot papers shall be issued only  after obtaining the signature of the voter.The signed electoral roll shall tally with the ballot papers used.

x)           For the posts of Regional Presidents and Regional Secretaries, the voting shall be done at the respective Commissionerate station and the members of that particular region are only eligible to contest/vote .

xi)         There shall be separate ballot boxes for voting for the regional posts

xii)       All promotee officers as on the date of election notification shall form part of electoral roll and are eligible to contest/vote in the election, subject to payment of up to date subscription.

xiii)      Members who have paid the subscription up to date are only eligible to vote.  Those who have not paid the subscription may clear the dues to the designated members and then contest/ vote .

xiv)      Any member can contest for any post. No one can contest for more than two posts.
xv)        The nomination should be proposed and seconded by atleast one eligible member.
xvi)      No member can propose or second – more than one contestant for the same post.
xvii)    The counting of votes shall take place at the venue of BGM- after mixing of ballot papers.
xviii)   The decision of Election Commissioner shall be final in respect of any dispute regarding the process of election.

xix)      The elections are to be held for following posts.

1)       President                  -       one post
2)       Vice-President           -        one post
3)       General Secretary      -        one post
4)       Additional Secretary   -        one post
5)       Joint Secretary          -        two posts
6)       Asst. Secretary           -        one post
7)       Treasurer                  -        one post
8)       Executive Committee Members-   Six posts for general
9)       Executive Committee Member         - one post reserved for Lady member
10)    Executive Committee Member         - one post reserved for Admn. Officer member
11)    Executive Committee Member         - one post reserved for SPS/PS member

12)    Regional Presidents             - Seven posts – one each for Commissionerate charge- to be contested and elected by the members of that particular charge

13)     Regional Secretaries-   Seven posts- one each for Commissionerate charge- to be contested and elected by the members of that particular charge

VI.        Any other matter

1.    In order to strengthen the participation of members in the Association affairs, it was decided to create the posts of Regional President and Regional Secretary in all seven (07) Commissionerates i.e. (1) Mysore (2) Mangalore (3) Panaji (4) Gulbarga (5) Davanagere (6) Belgaum and (7) Hubli.

2.    It was also decided that the existing Vice-Presidents and Hubli and Panaji will be re-designated as Regional Presidents – thereby, the new posts are created only in remaining 5 commissionerates.

3.    It was also decided to give power to the EC to co-opt maximum two (02) members.

These three decisions ( under any other matter) are subject to ratification by the BGM

It was also decided to request CHQ to take up urgently with CBDT, so that all members of ITGOA are allowed access to www.irsofficersonline.gov.in as it belongs to the Income Tax Department and matters concerning all members are displayed on it.  If necessary, necessary login ids may be given to the Members.

The meeting ended at  9.00pm with the General Secretary thanking all members present.

  1. It is sad that the ECM has not discussed about denying of promotion from DCIT to ad hoc JCIT to 3 comrades of Karnataka on account of deficiency in APRs, which is not fault of the comrades. These 3 members are deprived of promotion since 01/10/2013 and still there is no sign of issue of the said orders. Hope the ECM comrades understand humiliation and embarrassment being caused to these members.
